Elle a \u00e9t\u00e9 ins\u00e9r\u00e9e dans le projet de loi de finances pour 2019 par un amendement d\u00e9pos\u00e9 le 11 octobre et adopt\u00e9 par la commission des finances de l&rsquo;Assembl\u00e9e nationale\u00b9.<br>\nR\u00e9serv\u00e9e aux PME industrielles, elle consistera dans un sur-amortissement fiscal de 40&nbsp;% sur leurs investissements robotiques ou ayant trait \u00e0 la transformation num\u00e9rique.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-les-biens-eligibles\">Les biens \u00e9ligibles<\/h2>\n\n\n\n<p>Le champ est assez large et, surtout, en phase avec les besoins des entreprises qui souhaitent innover. Celui-ci couvre notamment les :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00e9quipements robotiques et cobotiques ;<\/li>\n\n\n\n<li>\u00e9quipements de fabrication additive ;<\/li>\n\n\n\n<li>logiciels utilis\u00e9s pour des op\u00e9rations de conception, de fabrication ou de transformation ;<\/li>\n\n\n\n<li>machines int\u00e9gr\u00e9es destin\u00e9es au calcul intensif ;<\/li>\n\n\n\n<li>capteurs physiques collectant des donn\u00e9es sur le site de production de l\u2019entreprise, sa cha\u00eene de production ou sur son syst\u00e8me transitique ;<\/li>\n\n\n\n<li>machines de production \u00e0 commande programmable ou num\u00e9rique ;<\/li>\n\n\n\n<li>\u00e9quipements de r\u00e9alit\u00e9 augment\u00e9e et de r\u00e9alit\u00e9 virtuelle utilis\u00e9s pour des op\u00e9rations de conception, de fabrication ou de transformation.<\/li>\n<\/ul>\n\n\n\n<p>Le dernier dispositif de ce type, applicable d&rsquo;avril 2015 \u00e0 avril 2017, s&rsquo;adressait \u00e0 toutes les entreprises : quel que soit leur secteur d\u2019activit\u00e9, leur taille et les \u00e9quipements concern\u00e9s par cette initiative d\u2019innovation. Il avait co\u00fbt\u00e9 pr\u00e8s de 500 millions d\u2019euros par an\u00b2 et permis d\u2019augmenter de 15 % les chiffres de ventes de robots\u00b3.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-un-principe-comptable-simple\">Un principe comptable simple<\/h2>\n\n\n\n<p>Ce sur-amortissement, cette fois-ci applicable uniquement aux PME industrielles, va leur permettre de b\u00e9n\u00e9ficier d\u2019un avantage fiscal exceptionnel permettant de d\u00e9duire de leur r\u00e9sultat imposable 40 % du prix de revient du bien concern\u00e9. Le montant est d\u00e9duit du b\u00e9n\u00e9fice lin\u00e9airement sur la dur\u00e9e normale d&rsquo;utilisation.<\/p>\n\n\n\n<p>La mesure se traduira par une subvention, sous forme d\u2019\u00e9conomie en imp\u00f4t sur les soci\u00e9t\u00e9s. Elle s\u2019ajoute aux autres dispositifs fiscaux en cours, notamment le Cr\u00e9dit d\u2019Imp\u00f4t.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-du-1-er-janvier-2019-et-au-31-decembre-2020\">Du 1<sup>er<\/sup> janvier 2019 et au 31 d\u00e9cembre 2020<\/h2>\n\n\n\n<p>Le sur-amortissement b\u00e9n\u00e9ficiera aux achats effectu\u00e9s entre le 1<sup>er<\/sup> janvier 2019 et le 31 d\u00e9cembre 2020. Outre les \u00e9quipements acquis \u00e0 l\u2019\u00e9tat neuf, il s&rsquo;\u00e9tendra aux biens neufs pris en location dans le cadre d\u2019un contrat de cr\u00e9dit-bail (ou de location avec option d\u2019achat).<\/p>\n\n\n\n<p>Il s&rsquo;appliquera aussi aux biens neufs acquis apr\u00e8s le 1<sup>er<\/sup> janvier 2021 s\u2019ils ont fait l\u2019objet d\u2019une commande en 2019 ou en 2020, assortie du versement d\u2019un acompte d\u2019au moins 10 %, et que cette acquisition intervient dans les 24 mois suivants la date de la commande<sup>4<\/sup>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-des-economies-importantes-des-investissements-attendus\">Des \u00e9conomies importantes, des investissements attendus<\/h2>\n\n\n\n<p>Une PME industrielle achetant une imprimante 3D \u2013 un des biens qui pourrait le plus profiter de la mesure \u2013 d&rsquo;une valeur de 150 000 \u20ac HT le 1<sup>er<\/sup> janvier 2019, l&rsquo;amortira en g\u00e9n\u00e9ral sur 5 ans, avec une dotation sur amortissement de 30 000 \u20ac par an.<br>\nAvec le sur-amortissement, elle pourra d\u00e9clarer en \u00ab d\u00e9ductions diverses \u00bb un amortissement exceptionnel de 12 000 \u20ac et \u00e9conomiser 3 720 \u20ac d&rsquo;imp\u00f4t d\u00e8s 2019.<\/p>\n\n\n\n<p>Cette mesure visant \u00e0 favoriser l\u2019innovation dans son ensemble ne se limite pas uniquement aux \u00e9quipements mat\u00e9riels au sens propre du terme, mais concerne \u00e9galement les outils d\u2019accompagnement. En effet, pour compl\u00e9ter l\u2019acquisition de cette l\u2019imprimante 3D, l\u2019entreprise pourra \u00e9galement b\u00e9n\u00e9ficier d\u2019un sur-amortissement fiscal de 40% sur l\u2019achat d\u2019un logiciel de gestion de la production, et ainsi ma\u00eetriser tous les aspects li\u00e9s \u00e0 la conduite de l\u2019innovation en interne.<\/p>\n\n\n\n<p>Incitative, la mesure fiscale contribuera-t-elle, \u00e0 moderniser le tissu industriel fran\u00e7ais ? Oui, si l&rsquo;on se r\u00e9f\u00e8re \u00e0 une <a href=\"https:\/\/www.usinenouvelle.com\/article\/etude-la-robotisation-des-usines-francaises-survivra-a-la-fin-du-suramortissement-macron.N535249\" target=\"_blank\" rel=\"noopener noreferrer\">\u00e9tude men\u00e9e en avril 2017 par L\u2019Usine Nouvelle et le roboticien Fanuc<\/a> aupr\u00e8s de 249 industriels : 91 % estimaient alors qu&rsquo;un nouveau sur-amortissement se traduirait par des investissements robotiques importants.<\/p>\n\n\n\n<h6 class=\"wp-block-heading\"
