La gestion pr\u00e9visionnelle des emplois et des comp\u00e9tences, ou GPEC, est une d\u00e9marche RH strat\u00e9gique et prospective, pour adapter et anticiper les besoins en recrutement et en formation\u2026 et rester comp\u00e9titif.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-que-permet-la-gpec\">Que permet la GPEC ?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La <strong>GPEC<\/strong>, pour <strong>gestion pr\u00e9visionnelle des emplois et des comp\u00e9tences<\/strong> permet aux entreprises et organisations d\u2019adapter leur plan de <a href=\"https:\/\/www.sage.com\/fr-fr\/blog\/recrutement-a-distance-avantages-inconvenients\/\">recrutement<\/a>, leurs fiches de poste et leurs formations, en fonction :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>des \u00e9volutions d\u00e9mographiques, sociales, technologiques, juridiques, \u00e9conomiques\u2026 ;<\/li>\n\n\n\n<li>de la strat\u00e9gie interne de l\u2019entreprise ;<\/li>\n\n\n\n<li>des opportunit\u00e9s externes de march\u00e9.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Plus g\u00e9n\u00e9ralement, la <strong>GPEC<\/strong> permet de s\u2019assurer que l\u2019on dispose des bons effectifs et des bonnes comp\u00e9tences, au bon endroit et au bon moment, \u00e0 court et moyen termes. C\u2019est \u00e0 la fois un <strong>outil de pilotage des ressources humaines<\/strong> et de conduite du changement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 noter : Depuis la loi \u00ab <em>Avenir Professionnel<\/em> \u00bb de 2018, la GPEC est parfois rebaptis\u00e9e<strong><em> Gestion des emplois et des parcours professionnels (GEPP)<\/em><\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-quel-est-l-objectif-de-la-gpec\">Quel est l\u2019objectif de la GPEC ?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>R\u00e9duire et ma\u00eetriser les risques li\u00e9s au capital humain<\/strong> : c\u2019est l\u2019objectif transversal de toute d\u00e9marche de <strong>GPEC<\/strong>. Toutefois, en fonction du contexte et des probl\u00e9matiques propres \u00e0 chaque organisation, la strat\u00e9gie de gestion pr\u00e9visionnelle des emplois et des comp\u00e9tences peut r\u00e9pondre \u00e0 diff\u00e9rents besoins :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Recrutement<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La GPEC anticipe les probl\u00e8mes li\u00e9s \u00e0 la <strong>pyramide des \u00e2ges<\/strong> et notamment les vagues de <strong>d\u00e9parts \u00e0 la retraite<\/strong>. Elle permet \u00e9galement d\u2019identifier, de pr\u00e9venir et de r\u00e9soudre les <strong>risques de sureffectif<\/strong>. C\u2019est une pratique permettant d\u2019\u00e9clairer et de structurer la strat\u00e9gie de recrutement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Formation professionnelle<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La d\u00e9marche GPEC permet de <strong>pr\u00e9voir l\u2019\u00e9volution des m\u00e9tiers<\/strong> dans l\u2019entreprise et donc d\u2019adapter ses besoins de formation en cons\u00e9quence, en remettant la notion de comp\u00e9tence au centre du jeu. C\u2019est un levier pour <strong>optimiser les dispositifs de formation<\/strong> existants et valoriser les comp\u00e9tences \u00e0 la fois individuelles et collectives dans l\u2019entreprise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mobilit\u00e9s professionnelles<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La mise en place d\u2019une GPEC peut aussi viser \u00e0 <strong>optimiser la politique de gestion des carri\u00e8res<\/strong> en interne : promotions, reconversions, validation des acquis de l\u2019exp\u00e9rience, etc. En capitalisant sur les comp\u00e9tences et le capital humain de l\u2019entreprise, la d\u00e9marche GPEC contribue ainsi \u00e0 r\u00e9duire les co\u00fbts de recrutement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Engagement \/ r\u00e9tention des salari\u00e9s<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u00e8s lors qu\u2019elle est suffisamment ouverte, it\u00e9rative et collaborative, la GPEC devient un outil permettant \u00e0 chaque salari\u00e9 d\u2019\u00eatre acteur de son propre parcours professionnel. Elle apporte clart\u00e9 et transparence dans les diff\u00e9rentes perspectives d\u2019\u00e9volution \u00e0 l\u2019int\u00e9rieur de l\u2019entreprise et contribue ainsi \u00e0 <a href=\"https:\/\/www.sage.com\/fr-fr\/blog\/proteger-du-debauchage-fideliser-ses-talents\/\">fid\u00e9liser les collaborateurs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dialogue social<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au-del\u00e0 du spectre RH, une GPEC peut aider \u00e0 <strong>renforcer le dialogue<\/strong> entre les dirigeants et les partenaires sociaux en interne. Qu\u2019il fasse ou non l\u2019objet d\u2019une obligation l\u00e9gale, c\u2019est un outil permettant de contribuer \u00e0 la l\u00e9gitimation des politiques sociales en interne.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Innovation et strat\u00e9gie d\u2019entreprise<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La dimension prospective est centrale dans la d\u00e9marche GPEC. De quelles <a href=\"https:\/\/www.sage.com\/fr-fr\/blog\/ceo-quels-talents-pour-vous-entourer\/\">nouvelles comp\u00e9tences<\/a> l\u2019entreprise aura-t-elle besoin dans trois, cinq ou m\u00eame dix ans pour mettre en \u0153uvre sa vision strat\u00e9gique et parvenir \u00e0 se transformer ? Quel savoir-faire historique doit \u00eatre imp\u00e9rativement pr\u00e9serv\u00e9 ? \u00c0 cet \u00e9gard, la <strong>gestion pr\u00e9visionnelle des emplois et des comp\u00e9tences<\/strong> vise aussi \u00e0 pr\u00e9voir et accompagner les changements et ruptures en termes de mod\u00e8le \u00e9conomique, de production, de culture manag\u00e9riale, etc.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-qui-est-concerne-par-la-gpec\">Qui est concern\u00e9 par la GPEC ?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Depuis la loi Borloo de 2005, la GPEC est <strong>obligatoire dans toutes les entreprises de plus de 300 salari\u00e9s<\/strong>. Elles sont tenues de n\u00e9gocier un plan triennal de gestion pr\u00e9visionnelle des emplois et des comp\u00e9tences avec les organisations syndicales. Au-del\u00e0 du spectre de l\u2019entreprise, elle peut \u00e9galement \u00eatre impuls\u00e9e \u00e0 l\u2019\u00e9chelle d\u2019une branche professionnelle ou d\u2019un territoire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si la d\u00e9marche reste relativement rare dans les PME, et a fortiori dans les TPE, la GPEC est un investissement de long terme susceptible d\u2019optimiser leur comp\u00e9titivit\u00e9. \u00c0 noter que les PME-TPE peuvent b\u00e9n\u00e9ficier d\u2019uneaide financi\u00e8re de l\u2019\u00c9tat pour la mise en place d\u2019une GPEC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au sein de l\u2019entreprise, la GPEC n\u2019est pas seulement l\u2019affaire des RH. Lors de sa mise en place, elle doit id\u00e9alement s\u2019appuyer sur une \u00e9quipe projet pluridisciplinaire, int\u00e9grant des repr\u00e9sentants du personnel, du management et du comit\u00e9 de direction, voire m\u00eame des collaborateurs du service communication ou recherche et d\u00e9veloppement. \u00c0 terme, une GPEC robuste implique directement ou indirectement tous les collaborateurs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-en-quoi-consiste-une-gpec-concretement\">En quoi consiste une GPEC, concr\u00e8tement ?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La gestion pr\u00e9visionnelle des emplois et des comp\u00e9tences<\/strong> est avant tout une d\u00e9marche m\u00e9thodologique et strat\u00e9gique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si les approches sont h\u00e9t\u00e9rog\u00e8nes selon les organisations, la d\u00e9marche s\u2019appuie toujours sur des outils et des process. Ils peuvent prendre la forme de documents disparates dans le cas des <strong>GPEC<\/strong> les plus basiques (fichiers Excel ou .pdf partag\u00e9s par email), ou \u00eatre g\u00e9r\u00e9s dans le cadre de solutions int\u00e9gr\u00e9es \u00e0 un <a href=\"https:\/\/www.sage.com\/fr-fr\/produits\/sage-espace-employes\/\">syst\u00e8me d\u2019information des ressources humaines<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parmi les outils indispensables \u00e0 la GPEC, on compte notamment :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; le r\u00e9f\u00e9rentiel des emplois et des comp\u00e9tences, qui cartographie tous les m\u00e9tiers et comp\u00e9tences actuels et prospectifs au sein de l\u2019organisation ;<br>\n&#8211; les fiches de postes, indiquant pour chacune les comp\u00e9tences techniques et les soft skills requises ;<br>\n&#8211; l\u2019organigramme, pr\u00e9cisant l\u2019organisation interne et les liens hi\u00e9rarchiques.<br>\n&#8211; les entretiens annuels d\u2019\u00e9valuation et les entretiens professionnels : des outils indispensables pour identifier les besoins de formation et faire \u00e9voluer les r\u00e9f\u00e9rentiels.<br>\n&#8211; le plan de formation\u2026<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-comment-mettre-en-place-une-gpec\">Comment mettre en place une GPEC ?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La mise en place d\u2019une <strong>GPEC<\/strong> requiert la r\u00e9alisation d\u2019un diagnostic pr\u00e9alable. Concr\u00e8tement, il s\u2019agit de r\u00e9f\u00e9rencer, d\u2019analyser et d\u2019\u00e9valuer chaque <strong>fiche de poste<\/strong> et chaque <strong>comp\u00e9tence<\/strong>.
