At this early stage, there is a wealth of changes to employment-related payroll legislation moving through the amendment cycle towards implementation from March 2022.
The two Tax Amendment Bills have now been tabled in Parliament and will soon be promulgated as final legislation. Amongst other matters, the final changes include the simplification of the fringe benefit calculation of employer-paid contributions to retirement funds, and the expansion of the fringe benefit for Long Service Awards, an important change that will be explained in detail.
Important changes to the Employment Tax Incentive to curb abuse will be introduced retrospectively, and I will be able to clarify the determination of the months that are a core component of the calculation of the ETI amount.
You will be updated on tax certificate requirements for the 2021/22 tax year end submissions, as well an idea of potential changes for the August 2022 interim submissions.
On the labour law front, I am hoping that we will have finality on the promulgation of the Amendment Bills for the Compensation Fund and for Employment Equity, as well as an update on some interesting aspects of Unemployment Insurance administration.
